Yes, you can buy tickets to Winter Jam at the gate.
Yes, a SA2010 or helmet and neckbrace are required on all tracks. Tracks on the road course (i.e. Turn 7, Flying 8, Turn 11 and Summer Jam) also require an SFI-1 Firesuit. Make sure to have them with you at tech.
Max tire size of 265 w/ 300 tread wear is allowed.
